Home HeadQuarters, Inc. is a community development organization that works with contractors in many ways. We provide home improvement loans and grants to homeowners looking to make necessary home repairs and home improvements. In addition we also substantially rehabilitate and build new homes in transitional neighborhoods as a part of our community revitalization efforts.
HHQ aims to work with experienced, qualified contractors. Below you will find additional information about our home improvement and property development programs along with a downloadable Contractor Application & Questionnaire.
About Home Improvement Program
HHQ regularly works with local contractors through our Home Improvement Program which helps homeowners make necessary home repairs and home improvements that help increase the value of their property and make it more livable, safe, and energy efficient. Loans of up to $20,000 are available for home repairs and home improvements to homeowners in the City of Syracuse and Central New York. Qualifying home improvements include, but are not limited to:
Roof Repair or Replacement
Exterior Door Replacement
Furnace or Hot Water Heater Replacement
Electrical or Plumping Repairs
Limited Code Violations
Health and Safety Issues
Phase 1 – Loan Application
HHQ’s lending department oversees all components of the loan application process. This includes application processing, underwriting, and loan closings. After a homeowner has been approved for assistance, they solicit bid from qualified home improvement contractors for the project.
Phase 2– Loan Closing and Escrow
All loans are closed based on the amount of the accepted bid. There is a three-day waiting period after the loan closes and then work on the project can begin. If the repair is emergent, such as a sewer backup, HHQ will offer the homeowner the opportunity to waive the standard three-day rescission period and if not, three business days after the loan closing, the project will move onto the construction phase.
Phase 3 – Project Completion
Upon completion of the project, the home-owner, contractor and HHQ’s rehabilitation inspector must sign-off on the Certificate of Completion. For roofing projects, HHQ’s rehabilitation inspector engages a third-party roofing inspector. Once all work is complete and has been approved, a voucher is prepared and submitted to the accounting department where a check is generated and subsequently given to the contractor for payment of work completed.

About Property Development Program
Home HeadQuarters works to stabilize and revitalize transitional neighborhoods in the City of Syracuse and Central New York by substantially rehabilitating neglected properties, constructing new, energy-efficient homes, and removing vacant, derelict housing stock.
Minimum Qualifications for Rehab & New Constructions Jobs
To be eligible to be awarded rehabilitation or new construction contracts, contractors must be the lowest qualified bidder meeting the following minimum requirements:
- Must be actively engaged in the profession of being a general contractor and registered with the City of Syracuse.
- Must produce references for other completed new constriction building upon request or have done satisfactory work on other HHQ jobs.
- Must have business certificate, certificate of incorporation, etc.
- Must have workers’ compensation insurance or a waiver from New York State.
- Must have general liability insurance in the minimum amount of $1,000,000.
- For REHAB jobs only, must have EPA/Lead Certifications.
Prior to awarding any bid the Construction Manager will review the Federal Excluded Parties website to ensure that the general contractor is not on the debarred list. The job is awarded to the lowest qualified bidder. The awarded Prime Contractor will also be contractually required to review the Excluded Parties List website to ensure any subcontractors utilized are also not on the debarred list.
How to BID for HHQ’s Rehab/New Construction Jobs
Step 1: Submit business name, contact person, address, phone number, email, proof of insurance and EPA/lead certifications if applicable, to Christine Zivica at email@example.com or mail to Home HeadQuarters, Inc., Attn: Contractor Application, 990 James St., Suite 100, Syracuse, NY 13203.
Step 2: Once all of the required information has been received and reviewed, HHQ staff will add you to the rotating bid list.
Step 3: As jobs become available, HHQ will request bids from 3-5 contractors per project on a rotating basis. Selection will also be based on expertise of firm and project requirements. Bid packs includes a scope of work (text based), a kitchen layout drawing (and/or whole house drawings if there are layout changes), and the lead report detailing required lead remediation work. Pre-bid walk-throughs scheduled as needed.
Step 4: HHQ staff will review all bid submitted by the deadline and will award the project to the lowest qualified bidder.
Step 5: HHQ will contract with the selected contractor. The contract will specify total project cost, schedule of work, number of progress payments and schedule of progress inspections.
