HHQ Seeking General Contractor Bids
Home HeadQuarters is soliciting preliminary general contractor bids for 27 new townhomes located at 800 S. Wilbur Ave., Syracuse, as part of the redevelopment of the former Syracuse Developmental Center. General contractors must be fully bonded and insured. NYS MWBE goals apply. Bid packets are available upon request to Liam Kirst at Liamk@homehq.org or (315) 459-6673 or in person at our office. Returned bids will only be accepted in a sealed envelope delivered to our office at 625 Erie Blvd. W., Ste. 100, Syracuse, NY 13204 by 5:00pm on Friday, August 21, 2026. Emailed/faxed bids will not be accepted. HHQ reserves the right to award this as one 27-unit project or as many smaller projects.

Home HeadQuarters, Inc. (HHQ), a Syracuse-based nonprofit housing and community development organization serving Central and Upstate New York, is seeking to expand its network of qualified Minority and Women-Owned Business Enterprises (MWBEs) and Service-Disabled Veteran-Owned Business (SDVOB) for participation in current and future housing rehabilitation, lead hazard reduction, home repair, construction, demolition, environmental, and related community development projects throughout Central and Upstate New York.
Home HeadQuarters administers and participates in a variety of federally, state, and locally funded housing and community development programs which require compliance with New York State MWBE/SDVO participation goals. Home HeadQuarters encourages certified MWBE/SDVOB firms to submit qualifications for consideration on upcoming projects and funding opportunities.
Interested firms are invited to provide the following information using the form below:

• NYS MWBE Certification Number and Expiration Date
• Capability Statement and Description of Services
• Relevant Licenses and Certifications
• Geographic Areas Served
• Areas of Specialty and Trade Classification
Please note that insurance requirements may vary depending upon the specific project, funding source, and scope of work. Contractors selected for projects may be required to provide Certificates of Insurance and applicable endorsements naming required parties as additional insureds prior to contract execution. Typical insurance requirements may include Commercial General Liability Insurance, Automobile Liability Insurance, Workers’ Compensation Insurance, Employers’ Liability Insurance, and, where applicable, Umbrella/Excess Liability Coverage. Certain projects may also require other specialized coverage depending on the nature of the work and funding requirements.
