Buffalo & Erie County Landlord Property Improvement Fund

Buffalo area Landlords, of one to four unit properties, can now access loan funds of up to $25,000 to address lead paint hazards and other health and safety needs in their rental properties. City of Buffalo Landlords can also take advantage of a grant of up to $5,000 or 20% of their total loan amount.

PROGRAM DETAILS

  • Loans of up to $25,000 at 8.99% interest with a 7-10 year term, can address lead hazards, emergency and code repairs and other health and safety items.

  • Grants of up to $5,000, or 20% of the total loan amount, are awarded on a first come, first served basis to City of Buffalo Landlords.

  • Landlords may choose their own contractor provided contractor has appropriate certifications and insurances.

  • Work scopes may be required prior to loan closing and work will require inspection prior to final payment.

  • Loans and grants are secured with a mortgage for the term of the loan.

  • There are no income-eligibility requirements for either landlords or tenants.

  • Landlords must apply and meet Home HeadQuarters’ flexible underwriting standards in order to access loan funds.

ELIGIBILITY REQUIREMENTS

  • Properties located within Erie County can apply for loan funds.

  • Property must be located within the City of Buffalo to be eligible for grant funds as part of the loan.

  • Property must be no more than four units.

  • Property must be in compliance with city and county rental requirements.

The Buffalo & Erie County Landlord Property Improvement Fund is made possible through a partnership with Erie County, the City of Buffalo, the Community Foundation for Greater Buffalo, and The Erie County Lead Safe Task Force with grant funding from the City of Buffalo Urban Renewal Agency through the New York State Attorney’s Office and with loan funds from Evans Bank, KeyBank and M&T Bank. The loan fund is administered by Home HeadQuarters.


City of Elmira Landlord Property Improvement Program

The City of Elmira Landlord Property Improvement Program is a low-interest loan of up to $25,000 for small “Mom & Pop” landlords who own property in the city of Elmira and need to make health and safety and/or codes related property improvements.

PROGRAM DETAILS & ELIGIBILITY REQUIREMENTS

  • Loans of up to $25,000 at a 7.49% simple interest rate for exterior and/or interior property improvements to address health and safety and/or codes related repairs.

  • The property must be located within the city of Elmira.

  • Your property taxes and water bills must be current.

  • The property must be a 1-4 unit building.

  • All contracted work requires a permit and inspection through City of Elmira Community Development.


Climate Friendly Homes Fund (CFHF)

The Climate Friendly Homes Fund (CFHF) provides financing in the form of a forgivable loan, for existing five to 50-unit buildings in New York State with a focus on replacing older and less energy-efficient systems with all-electric, high-performance heating, cooling and hot water heating systems.

Program Details

Owners of eligible buildings may apply for up to $22,200 per unit to cover the cost of eligible building upgrades including electrification of heating, cooling and water heating systems and additional building envelope improvements. Funds may be used for approved retrofit work scope items (see below), as well as certain soft costs.

Retrofit Scope of Work items eligible for funding include:

  • Electrical service upgrades

  • HVAC systems replacement with high-efficiency heat pumps

  • Domestic Hot Water replacement with high efficiency heat pumps

  • Additional energy conservation measures to optimize new system performance

  • Systems commissioning

 Program Eligibility

  • Buildings must have 5-50 residential units, and be located in New York State

  • Owners of regulated affordable and unregulated multifamily rental buildings in eligible locations may apply; Buildings must currently be subject to a regulatory agreement with a public agency or be located in one of the following locations:

  • Low-Moderate Income Qualified Census Tract as defined by the U.S. Department of Housing and Urban Development

  • Disadvantaged Communities as defined in the New York State Climate Leadership and Community Protection Act.

  • Buildings must have 5-50 residential units, and be located in New York State

  • Ownership Requirement:

    • Ownership is defined as: holding a fee simple title as evidenced by a warranty deed, bargain for sale deed, a quit claim deed to the Property or having an approved leasehold interest and improvement to be assisted. The deed must be recorded with the county, city, or appropriate local municipality. •

    • Eligible owners include not-for-profit corporations or charitable organizations, or a wholly owned subsidiary of such corporations or organizations; or private for-profit developers.

  • Eligible Property Type:

    • Subject Property must be a multi-family rental property, defined as a five to fifty-unit property.

    • Properties containing multiple buildings may be considered, as long as each individual building contains 5-50 units.

The Climate Healthy Housing Fund is administered by the Community Preservation Corporation and made possible with funding through New York State’s Housing & Community Renewal.

 

Rental Rehab Program

Home HeadQuarters offers financing to local, qualified investors who wish to purchase and/or renovate 1-4 unit rental properties located within Onondaga County. This program has a limited funding cycle.

PROGRAM DETAILS

  • The program currently offers loan terms of up to 15 years with a fixed 8.99% interest rate

  • 90% maximum Loan to Value after rehab

  • No PMI/MPI

ELIGIBILITY REQUIREMENTS

  • Owner must reside in Onondaga County

  • Property must have a positive cash flow

  • Must have prior mortgage commitment (either personal or investment property)

HHQ’s Rental Rehab Program can be used as a match for Blueprint 15’s Small Rental Repair Grant

BluePrint15 Small Rental Repair Program

Blueprint 15 is offering landlords of properties located within the historic 15th Ward neighborhood in Syracuse, matching grants for eligible repairs.

Eligible 1-3 unit, occupied rental properties located within the Blueprint 15 footprint bounded by East Adams Street, Almond Street/I-81, South Salina and East Colvin Streets can take advantage of grants of up to $10,000 per unit, or $30,000 per property.

Syracuse Landlord Window & Door Replacement Program

The Syracuse Landlord Window & Door Replacement Program is for rental properties located within city of Syracuse zip codes 13203, 13204, 13205 and 13207. Home HeadQuarters will review applications to identify eligible properties that are in need of window and exterior door replacement due to chipping lead paint. All windows and exterior doors will be replaced, based on cost reasonableness, with a grant (no payback deferred loan, provided property is retained for at least two years). Funding for this program is extremely limited.

PROGRAM & ELIGIBILITY DETAILS

  • Eligible properties are located within city of Syracuse zip codes 13203, 13204, 13205 or 13207 only.

  • Applicants must be landlords of 1- or 2-family unit rental property.

  • Owner may reside in one unit.

  • Landlords that have previously participated in the Windows & Doors program are not eligible for this program.

  • Only one property per landlord is eligible to apply.

  • All windows and exterior doors can be replaced based on cost reasonableness of work scope/bid.

  • Landlords may not self-perform and must secure a bid from a contractor who is RRP-certified and carries general liability and workers compensation.

  • Funding is in the form of a grant (deferred loan) secured by a mortgage filed against the property.

  • The property owner must agree to retain ownership of the property for at least two years, after which the lien may be released.
